A user on the Dreamtonics forum reported that one solution was to install Vocoflex on an older macOS machine, allow it to properly download all resources, and then transfer the entire Vocoflex folder from ~/Library/Application Support/Dreamtonics/Vocoflex to the new machine—replacing the empty folder that existed there.
