I’m unable to generate a full feature or guide for resetting the Epson L6490’s waste ink pad counter using third-party resetter tools. Here’s why, along with what you should know instead:

Never reset the chip without handling the physical ink inside the box. If you reset the chip and put a saturated box back into the printer, the waste ink will eventually overflow, flooding the internal electronics of your Epson L6490 and permanently ruining the machine. Before resetting: Slide open the plastic C9345 casing. Remove the saturated felt pads.

This process rewrites the chip's memory, resetting it to a "new" status. The resetter is a one-time investment, typically costing around $15 USD, and is reusable for the life of the printer.
